Who sets, benefits from, property taxes

Kendall County property owners are continuing to experience ever-increasing property tax bills. Have you ever thought who or what benefits from the proceeds of higher property tax bills?

The real beneficiaries of increased tax revenues aren’t necessarily citizens or private sector revenue-generating businesses; perhaps the true beneficiaries of your tax dollars are what I term the “troika” — Kendall County, Boerne, and the Boerne Independent School District.

Education and government make up Kendall County’s largest employers, not private sector businesses.

We are constantly reminded by representatives of the Boerne Kendall County Economic Development Corporation “growth” is necessary, their mantra being without “growth” our community would simply shrivel up and die; you be the judge.

Strangely enough, the BKCEDC “growth promoters” rarely, if ever, speak to the growth rates of the “troika” and their ever-increasing costs.

When it comes to determining the value of real property in Kendall County, that duty falls to the Kendall Appraisal District (KAD), a government agency that unfortunately draws little public scrutiny except perhaps when the “troika” are developing their individual annual operating budgets.

The KAD, in my opinion, is an agency which is woefully inadequate, deficient and substandard when compared with other appraisal districts throughout the state. Don’t believe me? Speaking of tax bills, ask KAD officials how your property tax valuations are determined, and to view the official KAD records indicating where your property is legally and physically located.

You might be surprised to learn there is more than one version of the “Texas Two Step.”

Ask your elected “troika” members what their views are on “zero-based budgeting”; perhaps you will learn yet another version of the “Texas Two Step.” Remember, the tax dollars they spend represent your money.
