As the last few seconds of 2024 ticked away, 451st District Court Judge Kirsten Cohoon presided over her final duty of the year.

Before her stood new Kendall County Precinct 1 Commissioner Jennifer McCall and her husband, Andrew. As the clock struck midnight, the duty commenced: “Would you raise your right hand and repeat after me ...”

Cohoon officially swore McCall into office in the first few minutes of 2025, finalizing the commissioner’s trip from her declaration for office last January, through the Republican primary in March, and past the general election in November ... and into office.

“I was a taxpayer ... and I ran for this office, and now I’m going to be sitting there in an official capacity,” McCall said.

McCall and her husband were the lone subjects before Cohoon Wednesday morning; incumbents who were elected without opposition were to be sworn in the next day.

Tuesday presented McCall with her first opportunity to sit as a commission member, as the Court sat in special session to consider forming a 391 committee in collaboration with the Kerr County Commission.

“I am in a unique position, being able to go to a lot of public meetings and learn and research and do on-the-job training,” McCall said about the Precinct 1 position. “My job is the protect the health, safety and welfare of our community, and I feel fortunate to have been able to participate in that way.”

She said formation of the court’s Zoom meetings during the Covid era in 2020 gave her and other constituents a valuable opportunity to view a commissioner’s court meeting without having to take off work, reschedule appointments or miss it altogether.

“I have been attending, in person and through the website,” she said. “I am so glad we had that opportunity open in 2020.”

“If I was working and wasn’t able to go,” she said, “I could tune in and watch all of commissioner’s court, all of the budget hearings — it helped in the learning curve. It’s been a great tool.”

McCall said the early sessions are exciting, but she understands she has a lot to digest and learn about her position.

This is my third day,” she said on Monday. “I have not been brought up to speed on everything, I have not sat in all my training sessions ... but everybody here has been so helpful.”
