County chooses firm to build new EMS station

Kendall County has selected Kopplaw Construction as the firm to build its EMS substation in Bergheim.

Kendall County Commissioners Nov. 27 unanimously approved the selection and opened negotiations with the firm to construct the county’s emergency medical services station no. 3.

County officials chose Kopplaw from among 12 bidders for the EMS substation, being built on Boerne Independent School District land at the Voss Middle School campus -- part of a 50-year ground lease to the county at $1 per year approved in August 2022.

Budget for the project was set at $4 million and does not include any additional ambulance or staffing needs.

“The price is not public information yet, it’s still in negotiation,” Richard Chapman, Kendall County Precinct 3 commissioner, said. “(The price) is mostly for the building and the site itself. We do have to drill a well and install a septic system.”

Chapman said immediate plans do not include an increase in manpower, with crews already stations at the Bergheim Fire Station. He said the crew lives in housing on the second floor above the fire station.

“We’re building this building with future expansion in mind,” he said, as the county continues to grow by leaps and bounds in the area, part of Chapman’s district.

EMS no. 3 will be a one-story, 6,580 square foot structure with multiple spaces for housing the ambulances.

Kendall County EMS is currently staffed by 18 full-time employees and many part-time to help cover the county's EMS needs. Chapman said the county has 24-hour crews in Comfort, Bergheim and Boerne, with a “peak time” crew in Boerne as well.

The county EMS department operates five fully equipped basic life support (BLS) ambulances with intensive care-unit transport capability.
