A body found in the woods in an undeveloped piece of property along Norris Lane – between the shopping center on Bandera Road and Interstate 10 – has been identified by investigators as 65-year-old Samuel Offer.
A statement from city officials indicates Offer has been in the city for several years but may have been experiencing homelessness before he died, camping in the area during the time of his death.
Officers responded to the 200 block of Norris Lane just before 9 a.m. Monday, April 24, after a caller reported finding an unresponsive individual. Upon arrival, officers located the body and secured the scene.
Local investigators are still looking into the cause of Offer’s demise, but foul play is not suspected.
The call sheets from that day state his body was “heavily decomposed” when officers and Precinct 1 Justice of the Peace Michelle Van Stavern arrived at the scene Monday morning, indicating Offer died well before a transient making his way through town found the body.
The Kendall County JP estimated Offer had died about a month prior.
Van Stavern said the position of Offer’s body, a makeshift medical recorded compiled from Offer’s interactions with local officers and several valuables left within his campsite just yards behind the busy shopping center indicated he died of natural causes.
Because of these observations, no autopsy was requested. However, Van Stavern said an autopsy could always be ordered if a family medical revealed new or relevant information.
The Boerne Police Department call sheets from Monday state a homeless man entered the UPS store just off Bandera Road after coming across Offer’s body. He led the first responders to the scene.
