The City of Boerne will welcome a new addition to its Development Services offices with the hire of Steve Riggs as the City’s first Chief Building Official.
“We are excited to have Steve join Team Boerne and to achieve our goal of adding this position to our organization,” City Manager Ben Thatcher said. “As we strive for excellence in our building, inspection, and code compliance services, he will play a pivotal role in providing clarity and predictability to our residents and the development community.” The International Code Council notes that the Certified Building Official is responsible for the development, administration, interpretation, application, and enforcement of the codes adopted by the jurisdiction. Cities with a certified official are also eligible to receive higher ratings through the FEMA ISO Building Code Effectiveness Grading Schedule (BCEGS) which may eventually lead to more favorable property insurance rates for the community.
As Chief Building Official, Riggs will oversee the Permitting and Code Compliance Office, which is part of the Planning Department. He will also work closely with Boerne Utilities and the Engineering and Mobility Department within the City’s overall development process.
“Steve brings the right mix of skills and qualifications to this role,” Planning Director Laura Haning said. “His municipal government experience and ability to build rapport with homeowners and the building community will be an asset to our team.”
Before joining the City of Boerne, Riggs has been with the City of Kerrville since 2013, first as an Inspector, then Senior Building Inspector, and most recently as Interim Chief Building Official. His background also includes more than a decade as the owner of a residential real estate inspection business.
Riggs is certified and licensed by the state of Texas as a Code Enforcement Officer, Plumbing Inspector, Basic Fire Inspector, and Fire Protection Plans Examiner. He is also certified by the International Code Council as a Residential Building Inspector, Plumbing Inspector, and is completing his Chief Building Official certification. Riggs will begin his career at the City of Boerne on April 3, 2023. An informal meet and greet opportunity will be provided to the public on April 20, 2023 at noon.
