Perhaps Boerne could look first at a short-range change of policy regarding ground cover, water usage, native plantscaping and sustainability of our groundwater. Facing a reality that current vanity lawn water use mismanagement techniques are 20th century “knuckle draggers” in a changing water scarcity environment, would be a good first step.

I think “once a week watering for no more than eight minutes” might be a good place to start as a permanent vanity lawn water management resolution for city of Boerne and Kendall County.
Those who do exceed those requirements would have punitive penalties imposed, and those “penalty” funds could go into another bucket for Boerne and Kendall County to provide funds to homeowners who wish to concede that native plantscaping and grassless environments will provide us with all of the water we may need for normal household demands, probably forever.
