BISD approves new compensation plan

The approved compensation plan features increased pay grades aligned to market values for all positions in the district. The starting pay for a first-year teacher will increase to $52,250, an increase of $200, or 3.9 percent.

Teachers, nurses and librarians will receive a 3.5 percent pay increase as part of the annual step, equating to $2,020 more per year, information from BISD stated. Paraprofessional and professional employees will receive 3.5 percent of their new pay grade midpoint.

Boerne ISD teachers sign a 10-month contract, or 187 working days. Salary plans are determined on an annual basis, but salary advancement is not. A Boerne teacher can earn up to $82,705 per year. He or she would have 47 years of experience and a master’s degree.

Auxiliary employees were granted emergency pay during the spring in the amount of $2 per hour. The pay differential will become permanent in 2022-23, equating to a 6.5 to 12 percent midpoint increase for these employees. Guest teachers also will maintain the emergency pay rates implemented in the spring.

“Our number one priority is to educate our students, but we also need to take care of our hard-working staff, which includes increasing the total employee compensation package, and ensuring that they are being paid at market value,” BISD Superintendent Tom Price said. “One of our pillars of success is to attract and retain the most talented teachers and staff, and to do that we must continue to offer competitive pay and benefits in this market, which I believe we do.”

In addition, it was announced that TRS health insurance premiums significantly were reduced for the upcoming academic year plan. The district will continue contributing at the current rate based on the plan election. Savings directly to employees will range from $852 to $4,068 a year.

The average insurance cost savings for BISD employees will be $1,548.

“Together, the BISD salary increase and health insurance premium decrease will mean our employees will see an average of 6.2 percent total increase as take home for 2022-2023,” BISD stated, adding the trustees and the district’s executive team discussed various compensation options during a May 9 budget workshop.

“The board was given three options for pay raises – 2.5 percent, 3 percent and 3.5 percent. Dr. Price, (Chief Human Resources Officer Elaine) Howard, and the executive team recommended the 3.5 percent increase to the board, which it accepted,” BISD’s information stated.

The information also stated since 2017, BISD have increased employee compensation an estimated 15 percent.

“A great example of the total compensation increase is if a teacher receives a raise of $2,020 and is enrolled in the Active Care Primary + employee/family insurance plan, they will save $4,068 this year with lower insurance premiums,” BISD stated. “That is over $6,000 of additional take home pay this coming school year.”

“The board did a great job working with our executive staff to work out the best pay increase option for our staff,” Price said. “The decrease in insurance premiums will also positively benefit out staff and add to the total compensation increase.

“We feel that Boerne ISD is the best school district in Texas to work and be a part of, and we want our staff to know they are a part of something special and that they are valued.”

The compensation plan divides pay grades into 10 professional, nine paraprofessional and eight auxiliary levels and includes stipends for extra duties and responsibilities.

Salaries

With the approval of the plan, an elementary school assistant principal in 2022-23 will earn between $283.46 and $416.44 per day depending on experience level. The midpoint is $349.95. Among the others who fall into that category are the district’s payroll manager and elementary and middle school counselors.

A middle school assistant principal will take home between $301.04 and $442.26 per day with a midpoint of $371.65. Others in that category include high school counselors, the information systems manager and the athletic coordinator.

At the high school level, assistant principals will make between $319.10 and $468.80 per day with a $393.92 midpoint. Also in this group are the academic dean and the Boerne Education Foundation executive director.

The principal salary level is $346.65 to $497.41 per day with a $421.53 midpoint at elementary schools. Also at that level are the transportation, maintenance and food service directors; the safety and security coordinator; and the fine arts coordinator.

Middle school principals earn between $380.22 and $547.14 per day with a $463.87 midpoint. In that group are the director of human resources, the business services director and the director of alternative education.

At Boerne and Champion high schools, principals earn from $457.21 to $644.59 per day with a $550.85 midpoint. The BISD athletic director, the director of special education and the executive director of operations fall into that category.

The highest professional pay grade is for the chief administrative officer, the chief finance officer, the chief instruction officer, the chief human resources officer and the chief technology officer. They make between $546 and $754 per day with a $650 midpoint.

Paraprofessionals basically are instructional aides, receptionists, secretaries and business office personnel. The lowest tier pays between $13.36 and $18.83 per hour with a $16.09 midpoint. The highest level has a $34.32 to $47.40 hourly rate with a $40.86 midpoint.

The auxiliary scale includes custodians, carpenters, technicians and bus drivers. Its pay rate ranges from $13.20 to $18.60 per hour at the lowest level with a $15.90 midpoint to $25.39 to $35.07 per hour with a $30.23 midpoint.

Stipends

Stipends are paid for services outside of the scope of the employee’s position roles and responsibilities. They are broken down into academic, campus, district and athletics.

The highest stipend on the list is $18,000 for the high school band director. That is in addition to his or her salary. The head orchestra and choir directors receive $6,500.

The highest academic stipend is $16,000 for the CTE agriculture program and facility manager. A summer school teacher earns $6,160.

In the campus category, the cheerleading coach receives $5,500. For district stipends, the lead nurse gets $3,400.

The stipends in athletics start with $8,500 for the varsity football first assistant. The high school head tennis coach gets $8,000 while the head basketball and volleyball coach amount is $7,500. Varsity swimming, baseball, softball and soccer head coaches and the football varsity assistant coach and junior varsity head coach are paid $6,500.

The two varsity football head coaches also serve as campus athletic coordinators. They are in the same salary block as middle school assistant principals with a $371.65 per day midpoint.
