2 state amendments aim to help taxpayers

Early voting begins next Monday, April 25.

Proposition 1 would authorize the state legislature to reduce the property tax limit for school maintenance and operations taxes imposed on the homesteads of elderly or disabled residents to reflect any tax rate reduction enacted by law from the preceding tax year.

In 2019, the Texas State Legislature passed House Bill 3, which provided school maintenance and operations tax rate compression. However, the rate reduction did not apply to the homesteads of elderly or disabled residents.

The language for Proposition 1 reads as follows:

“The constitutional amendment authorizing the legislature to provide for the reduction of the amount of a limitation on the total amount of ad valorem taxes that may be imposed for general elementary and secondary public school purposes on the residence homestead of a person who is elderly or disabled to reflect any statutory reduction from the preceding tax year in the maximum compressed rate of the maintenance and operations taxes imposed for those purposes on the homestead.”

During the second special session of the 87th Legislature, lawmakers proposed a constitutional amendment authorizing the legislature to provide for the reduction of the amount of a limitation on the total amount of property taxes that may be imposed for general elementary and secondary public school purposes on the residence homestead of a person who is elderly or disabled in order to reflect any statutory reduction in the maximum compressed rate of the maintenance and operations taxes imposed for those purposes on the person’s homestead from the preceding tax year.

Proposition 2 would raise Texas’ homestead exemption from $25,000 to $40,000 for school district property taxes, which would save the average homeowner about $176 on their annual property tax bill, published information stated.

The language for Proposition 2 reads as follows:

“The constitutional amendment increasing the amount of the residence homestead exemption from ad valorem taxation for public school purposes from $25,000 to $40,000.”

“As a school district that is very fiscally responsible and works hard to help our taxpayers, Boerne ISD fully supports the two propositions in the constitutional amendment election,” BISD Director of Communications Bryan Benway told The Star. “SJR’s one and two would benefit BISD taxpayers by increasing the homestead exemption as well as provide additional tax relief to residents 65 and older as well as disabled individuals.”
